The Ministry of Interior’s citizenship handbook lists requirements for citizenship by investment. These include a $1,000,000 minimum investment, a signed Memorandum of Understanding with Nigeria, and evidence of clean criminal records.

However, this pathway is not yet law. The Citizenship by Investment Bill passed only its second reading in the House of Representatives in March 2025. Nigeria’s Constitution requires a two-thirds majority in both chambers of the National Assembly. It also requires ratification by two-thirds of the 36 State Houses of Assembly. As of mid-2026, the amendment remains pending.

In practice, this means the investment pathway to Nigerian citizenship is not yet operational.
